Meeko is a joke character, it was created when Orko tried to magically creat salad and Cringer got in the way. The little freak exists purely to disturb or annoy people. Sindar is referencing Darkon trying to banish Meeko a while back- [link]

Seriously, I love Meeko. I wish he was canon, if only because I like his design and his character reminds me of Skippy from Animaniacs.
